Universitas Garut berdiri pada tanggal 21 Desember 1998 yang disahkan melalui SK Menteri Pendidikan dan Kebudayaan Republik Indonesia dengan nomor 173/D/O/1998. Berdirinya Universitas Garut dimulai pada saat Yayasan Perguruan Tinggi Garut mendirikan Sekolah Tinggi Ilmu Kemasyarakatan (STIK) dengan 1 program studi yaitu Kesejahteraan Sosial.
